2030 Comprehensive Plan > About Comprehensive Planning

Why Plan?

In addition to a statewide mandate requiring the adoption of Comprehensive Plans, a well-developed Comprehensive Plan is a great tool for citizens and elected officials to guide the future growth of their community. As a guiding document, a Comprehensive Pan maintains the flexibility to respond to the changing needs of the community. A Comprehensive Plan, detailing the City’s expected future, is perhaps the most important implementation tool for increasing the quality of life for everyone within the community.

West Allis' current Comprehensive Plan was adopted in 1991, and our City has witnessed great changes since its adoption. It is important to note that at least 15 specific recommendations from this current plan have been put into action. These recommendations included increased site and landscaping improvements throughout the City, development of quality multi-family housing options, redevelopment of underutilized properties into viable industrial, commercial and residential uses, and improvements to public infrastructure. The City expects that similar change can result from this Comprehensive Plan update, which is aimed at to project the City through 2030.

What is a "Smart Growth" Plan?

The City’s Comprehensive Plan is being prepared in compliance with Wisconsin’s Comprehensive Planning Law, Wis. Stats. §66.1001. This law is commonly known as the “Smart Growth” Legislation. The Smart Growth legislation provides a framework for developing comprehensive plans, procedures for adopting such plans, and requires that any program or action of a community that affects land use must be consistent with the community’s Comprehensive Plan.

The Comprehensive Planning Legislation requires the planning process to detail nine elements:

  • Issues and Opportunities
  • Housing
  • Agriculture, Natural Resources, and Cultural Resources
  • Economic Development
  • Transportation
  • Land Use
  • Utilities and Community Facilities
  • Intergovernmental Cooperation
  • Implementation

Upon adoption, all land use decisions within the City must be consistent with the goals, objectives and policies outlined in the Comprehensive Plan. For more information regarding requirements of Wisconsin’s “Smart Growth” Legislation, please visit the Wisconsin Department of Administration.
