In 2004, the City entered into a contract with the Milwaukee Metropolitan Sewerage District (MMSD) to provide tunnel rescue services at their work sites throughout Milwaukee County. For the commitment to provide trained rescuers on scene within thirty minutes of a tunnel emergency, the City of West Allis will receive approximately $1.8 million over the next five years. Annual fees are dependant upon the number of active tunnel construction sites in each year of the contract. Associated specialized equipment and apparatus are stored at Fire Station 2 with TRT supplies.

Fire fighters receive in-house training provided by the START Group, professionals in confined space, mine and tunnel rescue. Technical Rescue Team Members visit each work site and prepare for specific emergencies related to each. MMSD Safety personnel and contractors provide assistance when necessary. TRT leaders attend regular meetings of the Underground Contractors' Association so contractors, union leaders and safety personnel are familiar with our activities and preparedness.
